Under regulation 7 of the Electrical Installation Regulations, 2009, every user or lessor of an electrical installation must have a valid certificate of compliance, accompanied by a test report. When a property is sold, the seller may not transfer it with a COC that is older than two years — which is why most COCs are requested by sellers, estate agents and conveyancers during a sale.
A COC is also needed after any addition or alteration to the electrical installation — a new circuit, a DB board replacement, an inverter, a rewire — and insurers regularly ask for one after an electrical fire or damage claim. Landlords often need one before letting a property.
A COC inspection covers the whole fixed installation: the DB board and its labelling, earth leakage protection, circuit breakers sized to the wiring, earthing and bonding, insulation resistance and continuity tests, and the condition of plugs, switches, lights, isolators and the geyser connection. The electrician tests, records the results on the test report and issues the certificate once everything passes.

A COC does not simply expire, but when a property is sold the seller may not transfer it with a COC older than two years (Electrical Installation Regulations, 2009, regulation 7). Any addition or alteration to the installation since the COC was issued also needs to be certified.
The obligation to have a valid COC is on the user or lessor of the installation, so in a sale it is normally the seller who arranges and pays for it. The sale agreement can say otherwise, so check yours.
